The Affordable Care Act will help millions of people obtain health insurance. Yet we also know that 3 to 4 million Californians are likely to remain uninsured and will need access to health care. And everyone in California needs access to prevention programs that help keep people from getting sick or injured in the first place. The administration's proposal will cripple these programs at a time we need to strengthen them.
